Update NOAA WX weather products URLs

Per http://www.wxforum.net/index.php?topic=29502.0 the old
http://weather.noaa.gov/pub site was deprecated and as of August 23
is no longer in service. Update the software and current dataset to
use working http://tgftp.nws.noaa.gov URLs instead.
